The Task Force to Study Alternative Educational Programs for Chronically Disruptive Students started in September 1999 (Chapter 465, Acts of 1999). The Task Force was to devise a comprehensive strategy for dealing with chronically disruptive students. After considering the scope of the problem, the Task Force collected data to determine current practices with regard to these students throughout the State; collected data regarding the establishment of alternative educational programs in other states; and determined the amount of federal, State, local and private sector funding available for alternative educational programs.

The Task Force reported to the Governor and General Assembly in August 2000.
