State’s Attorney’s Office Case Automation System Enhancement Grant Program (SACM)

Description

This program is designed to assist State’s Attorney Offices (SAOs) in establishing or enhancing automated case management systems to improve the efficiency and effectiveness of case management through advanced technology solutions.

Goals:

  • Modernize case management in SAOs using advanced technology.
  • Improve data accuracy, efficiency, and transparency in case tracking and decision-making.
  • Support fairness and equity by tracking key data on defendants and victims.

Objectives:

  • Implement or upgrade automated case management systems that meet the program requirements.
  • Train staff to effectively use new systems.
  • Collect and analyze key data points to improve case processing and decision-making.
  • Strengthen collaboration with law enforcement for better case tracking.

History

In 2024, the Governor’s Office of Crime Prevention and Policy secured funding to support State’s Attorneys’ Offices in modernizing their operations through automated case management systems. The funds are intended to help offices establish or enhance systems that improve case tracking, promote accountability, and support data-driven decision-making.

To qualify for funding, a newly developed or upgraded case management system must be capable of capturing and organizing the following key data:

  • Case Information
    • Charges at the time of arrest.
    • Filed charges.
    • Final disposition of all charges.
    • Whether a plea offer was made.
    • Reason for dismissal, if applicable.
    • Reason(s) for declination, if applicable.
    • Dates corresponding to each decision point listed above.
  • Law Enforcement and Prosecution Details
    • Referring law enforcement agency.
    • Assigned prosecutor(s).
  • Defendant Characteristics
    • Race/Ethnicity
    • Age
    • Gender
    • Zip code
  • Victim Characteristics
    • Race/Ethnicity
    • Age
    • Gender
    • Zip code
