I'm not sure what the key combo would be but it would be useful if we had a control for shifting all rows in a phrase or chain up or down.
For example shifting up would delete the current row and move all proceeding rows up by one. The reverse operation would be to insert a blank row, shifting all proceeding rows down.

This is a great idea! Of course you can do this now with cut/paste but having a dedicated short cut for this would definitely be nice to have! Question of course is what key combo to use...
There aren't many combos left from what I can see...
Suitable candidates (ergonomically speaking), would be ENTER+UP/DOWN or EDIT+UP/DOWN but these are already taken.
So perhaps it could be hold ENTER, then press EDIT, then UP/DOWN ... although I'm not sure if it's possible to discern between pressing ENTER to Insert Chain/Phrase/Note and holding ENTER for this combo.
Maybe we can do a double tap on UP/DOWN to do it? Though I think it would be too easy to perform that move by accident.
To be honest I'm a rather cautious about using more and more complex key combos. I can definitely see the usefulness of this functionality but at the moment I don't see a good key combo that could be used to do it.
