Steps to reproduce:

Install Active Directory Application
Install XWiki Pro and activate one other application (such as Diagram)
Generate a paid license of 10 users for XWiki Pro and a paid license of 25 users for AD App
Create more than 10 users on your instance

Expected result:
The AD App will work, as there is a valid license, but all the other Pro Apps (such as Diagram) should show the License warning.

Actual result:
All Pro applications function as if a valid license is present for them.

Tested on XWiki 14.10.7 local jetty instance, Chrome, MacOS

I no longer reproduce this issue. Keeping the ticket open in case the issue is observed again.
