Steps to reproduce

wwctl image shell --build=false rocky-9-base
Image build will be skipped if the shell ends with a non-zero exit code.
WARN   : Couldn't create overlay for ephermal mount points: invalid argument
WARN   : Couldn't mount /etc/resolv.conf to /etc/resolv.conf: no such file or directory
[warewulf:rocky-9-base] /# touch /var/lib/warewulf/chroots/rocky-9-base/rootfs/etc/resolv.conf
[warewulf:rocky-9-base] /# exit
exit
