I’m realizing from a Slack conversation that we probably haven’t clearly differeitnated the two halves of syncuser in the documentation:

Syncuser updates the users and groups in an image (and the files owned by them) to not conflict with what’s on the server node.
Syncuser generates passwd and group files in the overlay combining data from the image and the server node.
