It seems that 99% of biblio.js is already in SpeRef. Consider removing that file and fixing any differences in SpecRef itself. That way, the whole web standards community benefits ❤️

@michael-n-cooper isn't this already overcome by events (aka fixed)? If you look at biblio.js, you'll see that almost everything is an alias of things in specref. The most recent change to that file specifically removes all the duplicates.
