1 - Detailed description of problem or enhancement
The sst-core SimpleNetwork interface does not provide an implementation of Handler2 to support serialization.

using Handler = SSTHandler<bool, int, classT, dataT>;

2 - Describe how to reproduce the issue
Using checkpoint with the SimpleNetwork interface causes an error

3 - What Operating system(s) and versions
Rocky Linux 8.8 (Green Obsidian)

4 - What versions of external libraries (MPI, etc.)

5 - Provide sha1 of all relevant SST repositories (sst-core, sst-elements, etc)

Added in SST v15.0 and tested in elements
