Latest version 11 alpha build still does not work with my Ryzen 7 9800X3D CPU.
I have tested Universal x86 Tuning Utility and that one works fine when we try to set a arbitrary TDP, PPT, EDC, TDC, Scalar and Curve settings values. I have confirmed the values with Ryzen Master but I much prefer using PBO2Tuner by using command line arguments to set these values.

Yes, PBO2Tuner will not work. I'm using a different utility to set the CO values now, ryzen-smu-cli, however PBO2 Tuner is still included.
However ryzen-smu-cli does not support setting the TDC, EDC, PPT, or boost override values yet, so it's a bit limited. You could check if SMUDebugTool does allow for that, although it does not have a command line interface (but an Apply on Startup checkbox).
