on 60HZ screen, value of 1 is giving me 30fps not 60.

Have you tried explicitly setting the refreshRate (https://sgct.github.io/config/settings.html) ? It defaults to 0, which means it should use the highest possible, but maybe there's a bug in that?

I couldn't find a configuration where the refreshRate variable had any effect... (i.e. i tried it with different combinations of swapInterval and refreshRate, the value i put in refreshRate was never respected)

Further testing found refreshRate to work only when it was HIGHER then the swapInterval's derived value (perhaps this is how it's intended but from the documentation i was expecting that setting refreshRate explicitly would override the derived value of swapInterval.
