Allows to set the validity (in Seconds) property. Currently the validitySeconds parameter is present into DefaultOpenIdRpMetadataResolver class but it is not linked to RP configuration

This setting will be linked to the authority, not the individual provider (i.e. every provider will use the same value).
Delayed because we currently lack configuration settings for authorities #527
