As it is now:
Currently when a scratch layer is saved as a NOT scratch layer, the name in the layer panel is not changed. Then the user have to rename the layer in the layer panel as well (if the user wants the name changed).
Example:
The scratch layer is saved with the layer name 'Trees_buffer10m':
But the layer name in the layer panel remains 'Buffered'.
My experience from teaching QGIS to new users is that they are often confused why the name hasn't been changed.
Suggestion
Add a setting 'Rename Layer in Layer Panel' in the 'Save Scratch Layer'-window (I don't know in which part of the dialogue it should be placed):
And when this setting is selected (maybe selected as default or not selected as default) the layer is saved as a 'real' layer, and the name in the layer panel is changed.
