Steps to reproduce the issue
After I added web basemap (OSM without labels https://tiles.wmflabs.org/osm-no-labels/%7Bz%7D/%7Bx%7D/%7By%7D.png) Qgis crushed and isnt openning now. I Had an 3.34 version after I uninstalled and replaced by 3.40 so it didt help
