Reproduction steps

Flash RaspberryPi with chip-certification-tool/releases/tag/v2.8.1-official
Perform AttestationRequest to the device.
Attempt to decode and verify the AttestationResponse.

Expected: No issue
Actual: The Certification Declaration fails ASN1 decoding
