Native histograms: detect if lower resolution is really a counter reset

Once #15346 is solved/implemented:

Detect no counter reset on resolution reduction: when the next histogram has lower resolution than the current histogram on ingestion, but the merged buckets have more observations, we should not call it a reset, rather we should open a new chunk, but mark is with NOT RESET. This a TODO item in the spec.
