Lately, I need to do metadata upgrades repeatedely, even for the same runtime version

Reproduce:

I even think this may be what currently breaks ledger support for me. The signer complains that it has no metadata when I try to sign with ledger (ledger injected via extension)

is this behaviour consistent on your side? I have tried your workflow with Polkadot Relay Chain and other paras and I couldn't reproduce.

It happens frequently / every few days, but I can't reliably reproduce it
