Is your feature request related to a problem? Please describe.
I'm always frustrated when users have to rely on administrators to configure their notifications for RIC addresses. This process is cumbersome and time-consuming for both users and administrators.

Describe the solution you'd like
I would like a feature that allows users to configure their own notifications for RIC addresses directly within their account settings. This should include options for selecting the method of notification (e.g., email, SMS, Discord) and customizing the notification content and frequency.

Describe alternatives you've considered
An alternative solution could involve creating a form or interface for users to submit their notification preferences to administrators, but this would still require manual configuration by the admin and does not fully empower users to manage their own settings.

Additional context
Implementing this feature would enhance the user experience by giving users more control over their notifications, reduce the administrative workload, and likely increase user engagement due to the more personalized and timely notifications. Unfortunately I don't see this happening any time soon.

The plugin system is not built to handle this and would need a complete rewrite
