Issues with ToggleScrollbar()

If vim-scrollbar is enabled by default and ToggleScrollbar() is triggered, then vim-scrollbar is disabled as expected. However, executing this function again does not re-enable the plugin.
If vim-scrollbar is disabled by default and ToggleScrollbar() is triggered, then vim returns an error: Unknown function: ToggleScrollbar.
