Twitch supports chat messages both via old IRC-like system and via their new EventSub system. LukeBot already has EventSub support, it just needs to be expanded to emit chat message events.

This process should make it easier to maintain and to test the Twitch part. Plus, Twitch providing guides for migration probably means we will have to move to EventSub anyway once they deprecate IRC at some point in the future.
