What do we think are stopping marking this module as full release?
From my list:

Installing localgov_forms when webforms already installed overwrites webform settings #34
Drupal 11 support #90
Address lookup does not populate address in localgov_scarfolk / base #53 (Needs to be resolved in Localgov base?)
Date validation just hangs with no error message when incorrect date #36 (If this hasn't yet been fixed)
Should localgov_forms_date be a seperate sub module? #119 (resolve the discussion)
Replace centralhub references in the address lookup #57 (Potential issues if someone is relying on that javascript).

Amended to indicate a few other issues that should be resolved before a full release.
