expected behaviour:
When moderators comment on ideas and proposals, the user that made the idea/ proposal should be notified that a comment was made by moderation (different from "feedback")

behaviour:
When a moderator comments on a proposal the user that made the proposal just receives a normal notification stating that another user has commented instead of the moderation.

@janeklqd I believe to differentiate between user comment and moderator comment was not part of the notification concept, right? I will label as enhancement and not put into a milestone, please correct if I am wrong.

Yes, it wasn't part of the initial concept. However, moderator feedback is already displayed as such (i.e. a moderator has responded and not a user) in other notifications, so this fix would be making the notifications more consistent. Since it is an edge case, I don't think that it needs a high prio though. But @sblindow please correct me if I'm wrong.
