Bug description

Third-party theme displays differently in Nemo under lghtdm and gdm3.

Steps to reproduce

When using this third-party theme:
https://github.com/yeyushengfan258/Win11-gtk-theme

Nemo looks like this in Cinnamon (lightdm):

Under Gnome (GDM3), it looks like this: (transparency enabled)

Under Cinnamon, Thunar looks ok with this theme, so my guess is that Nemo has something wrong.

Expected behavior

It should look the same in Nemo with both lightdm and gdm3.
