Very very difficult to determine between TODO and InQuestion.
Our crappy heuristics for "Done" works quite well in practice, but I don't have the appetite for expanding this unless we absolutely have to. How would you propose distinguishing between the two non-Done states?
States should be:
TODO (they left you something to do, and you haven't done it)
Done (you have done it)
InQuestion (they've left you something to do, you've asked a question, waiting on their reply)
