Update to Chart colors which reflects the recommended order of use.

Remap order of chart colors as recommended and documented in Salt news release

Are we talking about actually reordering --salt-palette-categorical-x (which will be a breaking change and not extended styling), or producing guides on how to do this?

Discuss v10 and v12 paths, migration plan for charts.
