provide better 84C1 error message if after refers to missing task #6

If an after condition is specified and the task with that name is not found, provide a better error message.

This can happen if a task was originally specified with a named function and then later changed to an anonymous function.

Like

function foo() {
}

is later changed to

var foo = function () { }

and there is a task which uses after: 'foo'

Current error message will say cannot call isComplete on undefined.
