There is already a tool like that for HPL:

http://www.advancedclustering.com/act-kb/tune-hpl-dat-file/

Input: nodes, cores-per-node, memory-per-node, block-size
Output: complete input file

The tool could be a simple HTML file in the tar-ball and linked from the website and it would produce hpcg.dat.
