可以增加一个把图片批量压缩至指定大小的功能吗，比如说把很多大小不一的图片批量压缩到2M或者1M

目前opencv没有指定输出文件大小的压缩方式，这个功能只有靠重复压缩、每次循环增加比率来实现，我觉得太不优雅了😂所以我找找看，有更优雅的实现方式再考虑这个功能
