Shouldn't your tests be more robust? These stats seem very off. And 800/Mbps is not the cap; on most off-the-shelf 1Gb cards + decent scheduler will cap you out around 900. Citation needed.
Maybe some non keep-alive stats with around 10,000 connections?

I'm still not clear what you're saying. What does "best case scenario" mean? What am I doing that is best case? Are you referring to the low connection count?
