There are several use cases for this. Some that I can think of are:
You want to play a historical US/USSR campaign sticking to one side of the Iron Curtain.
You take offense to certain political logos which are featured in this pack.
It highlights where there is a high degree of variety in this pack and where there is further room for improvement.
I mean, it wouldn't make much sense for Energomash to ask you to launch the first manned flight from US soil or for Northrop Grumman to advocate the landing of Luna 3. If you decide to play a NASA campaign and just include "Agents_US.cfg" in your install the most ludicrous thing would be SpaceX asking you to launch sounding rockets in the 50s, which isn't nearly as bad as the above examples in my view.
Some attempt to separate agencies into eras has been in the pull request referencing this issue with the separation of the "Agents_Reich.cfg" file. It contains not only Mittelwerk and Peenemunde, but also major tech firms which contributed to the German war machine during WW2. This was done for two reasons. First, to assist players wanting to try the ESRO/ELDO into ESA underdog playthrough. Second, and perhaps more important, is to provide a simple way to remove the swastika from showing up in your playthrough without losing out on a multitude of modern, peaceful corporations and agencies. I've tried putting corporations which still have a high standing in aerospace development to this day in the (slightly misnamed) "Agents_EU.cfg" file, but my judgement on certain firms and their modern contributions may be off. If someone finds a company in the "Agents_Reich.cfg" file they feel should be in the "Agents_EU.cfg" file instead then by all means, please correct me. :)
Further separation into eras for other regions could also be considered. One possible separation could be:
World war era
Early cold war era
Late cold war era
International cooperation era
New space era
That way you could avoid conflicts such as both Martin and Martin Marietta offering you contracts at the same time, or the aforementioned SpaceX sounding rocket contracts. That's probably for a different issue and pull request tho. =)
