When i build the gperftools on Windows8.1, MingW12.1.0。There are some issues for
undefined reference to WaitOnAddress
undefined reference to WakeByAddressAll
undefined reference to WakeByAddressSingle
What can i do for this .

Frankly I am not sure what to advice. Those functions should be available on your OS. So perhaps something isn't right with mingw. Can you grep your headers to see if WaitOnAddress is available ? If it is in headers, which appears to be the case, then we'll need to check if perhaps we're not linking everything right. Then I'll need full log from your build.
