Script is here: https://github.com/geneontology/go-ontology/blob/master/src/util/bulk_obsolete_terms.sc

@pgaudet would like to be able to optionally provide a replaced_by term (and may consider as well).

Input would be a 3 column TSV. Last column should be pipe-separated since it can hold multiple values.
