現在ライブラリはAPI開発時に必要なものと不必要なもので入り乱れている状態にある。

例えば各フォルダにある _init.ttl はTeracotta実行時に一度きり呼び出されれば良いものなので、ライブラリとは少し扱いが異なる。

API開発者が必要なライブラリだけをlibフォルダに格納し、それ以外のものは別フォルダに格納することにする。
