Is your feature request related to a problem? Please describe.
Freerouting will try and use the bundled jar regardless of if Freerouting is already available on the PATH env var.

Describe the solution you'd like
When I have freerouting installed to a directory listed in my PATH environment variable I'd expect the KiCad plugin to detect that it is already available and execute that instead of trying to use the bundled jar.
