Admin Applets configuration manager fails to show

When i click the configuration manager under admin applets i get an apTitleContentServerMessage error displaying apUnableToStartApplication(ConfigMan)apFailedToInitialize syLoginSessionInvalid as shown in the image above.
the error still occurs when i try to click any of the admin applets.
Please help ! your assistance is greatly appreciated.
