All other image filters have already been exposed. This one needed the ability to accept IPLR flatbuffers which are generated by impellerc (a host binary).

Per @lyceel, they would like to experiment with ingesting Figma assets where shaders authored in GLSL (via a Figma plugin) are applied to the coverage of specific paths. The limitation of offline compilation and the ability to only specify fragment shaders is known and acceptable.
