Description
As discussed in EICrecon#1699, the TrackClusterMergeSplitter algorithm will output merged/split protoclusters and links to their antecedent tracks. Now that EDM4eic#108 is merged and the path to completing EICrecon#1699 is clear, work can begin on the necessary "promotion" algorithm which will promote the track-protocluster links to track-cluster links.
Describe the solution you'd like
Ideally, this will be an algorithm which takes track-protocluster links + the collection of reconstructed clusters, and then outputs the collection of corresponding track-cluster links. This will assume the entry order of the output track-protocluster and cluster collections are identical.
Describe alternatives you've considered
Alternatively, this could be templated to be a more general promotion algorithm. But that might be violating the AHA principle...
