Description
From Part 4:
If the server Index indicates that the TargetNode is a remote Node, then the nodeId shall contain the absolute namespace URI. If the TargetNode is a local Node the nodeId shall contain the namespace index.
We need to make sure these rules are adhered to in BrowseHelper.createReferenceDescription.
This also means we can revert bf28a1f (#1451) because we've identified the proper place to fix this.
