- Consider retiring ddev-proxy-support - should be obsolete ddev-proxy-support#5

- Add to DDEV docs so people know what they have to do to use proxy
- What do you have to do to docker?
- What do you have to do to system configuration (or similarly,
*_PROXYenvironment variables)
- Move ddev/ddev-proxy-support to rfay account (move it out of official) and update the open issue about that.
