Update the README files as applicable

This issue is to update the README files as well as create a new README file for the /prodenv folder. As mentioned in issue #78, the project directory structure was changed, and the former folders /packages and /releases were moved to become subdirectories of /prodenv.

The package and release README files were moved as well, so they will need to be updated. So will the main project README.
