Enable Private vulnerability reporting for conda/rattler

We created a security policy for rattler: https://github.com/conda/rattler/blob/main/SECURITY.md
This will make it easier for security issues to get shared with us discretely and it makes it possible to publish CVEs afterwards.
@jezdez we seem to be lacking permissions to activate the creation of security advisories for conda/rattler (https://github.com/conda/rattler/security/advisories/new is a 404).
Could you please activate it for this repo? You should be able to activate it in https://github.com/conda/rattler/settings/security_analysis.
Alternatively, you might be able to activate it for the whole org in https://github.com/organizations/conda/settings/security_products.
