This is done when there's no previously existing .aws directory.

$ granted sso populate --sso-region eu-west-2 https://foo.awsapps.com/start/ 
[i] created AWS config file: /home/jpeeler/.aws
[✘] open /home/jpeeler/.aws/config: permission denied
$ ls -la
total 36
drwx------ 5 jpeeler jpeeler 4096 Dec  6 21:46 .
drwxr-xr-x 1 root    root    4096 Dec  6 21:45 ..
drw-r--r-- 2 jpeeler jpeeler 4096 Dec  6 21:46 .aws

Works fine after executing chmod +x .aws/.

Looks like it's safe to change the constant here:

granted/pkg/granted/sso.go

USER_READ_WRITE_PERM = 0644
