@harsha-iiiv as mentioned in the screenshot user_roles tables has already assigned values and it is a primary key so no duplication is allowed and data already inserted so I solved the error (may be a solution to this problem) by going to database (I used localhost/phppgadmin) and removed the existing values in user_roles and follow other conflicts (if arises) similarly ,and then executed rails db:seed this worked for me and the data again inserted into user_roles without throwing any error.Below I am attaching the screenshot.

@imrrahul then I think we should be looking at updating the doc that rake db:seed runs once only.
