Describe the bug

The state of the settings.yaml file regarding documentation can be greatly improved.

Steps to reproduce

  1. Commented-out Puppet Settings should be removed at the bottom and commented in
  2. Create docstrings for Leftovers
  3. "cobbler import": No documentation about the list of allowed repo breeds (no openSUSE at the moment!)

Expected behavior

The file is better documented.

The third point in here is reported to the signatures repository. As such I will not do this inside this issue.
