make permalinks more discoverable

From the "Fixed URL for latest branch shaman build?" thread on ceph-devel, it's hard for users to easily discover the "permalink" URLs to the latest repository definitions. The feature is really important for CI testing, but it's sort of hidden at this point unless you know how to construct the URL.

Can we display the permalinks in the Shaman UI somehow so it's easier for users to discover on their own?
