In-process NuGet client should reuse package sources as specified in NuGet.Config if available

When specifying source explicitly in #addin, #tool, #module or #load directive, there's currently not possible to use e.g. package source credentials. The source repository provider should be able to map the feeds specified in directive against any feed specified in NuGet.Config to be able to use private feeds.
