Assign labels and annotations to all RunnerPods by the controller.

How

Currently under consideration.
For example, as follows.

Load the label and annotation settings you want to attach to the controller, and add them when reconsciling.

    labels:
        hoge: fuga
    annotations:
        foo: bar

Checklist

Finish implementation of the issue
Test all functions
Have enough logs to trace activities
Notify developers of necessary actions
