The agent should be able to use a tool to search for existing packages to help complete its task.

We can probably just start with pkgsite, but this might work better with some enhancements:

Make the package search query aware of the sketch's existing go.mod dependencies, so it returns packages and versions that minimize conflicts
Implement blocklisting for known slop, abuse, supply chain attacks etc
Auth'd access to private package repos
