Would also benefit from admins being able to invite existing users and bypass email verification

This "should work" automatically (despite not being abundantly clear in the interface, e.g. by showing existing email addresses in an autocomplete).

I did not double-check myself that this code actually works as expected when writing up the issue though

I've just gone through the invite flow for both project and team and they seem fine to me; leaving this issue open for a bit to see if others are able to reproduce it.
