Generating a dashboard gives all RefIDs for a query in a panel the same ID "A"

Using the SQL Server dashboard as an example, when I use the armclient to generate a dashboard, all queries have the same Reference ID. We have multiple SQL server databases running on our Azure, so having them all set to be "A" gives an error in grafana and forces me to go through the JSON and edit each one to be unique.
