Add Cypress for end-to-end testing

It would be good to have some tests in the default starter. The Nuxt team is going to write a Nuxt + Vitest package for unit testing, but until that is done, it looks like end-to-end testing is the only way to go!

I did a 9.0 version of this locally, but I believe we should wait until Cypress 10.0 because of cypress.config.ts and the removal of the plugins file -- which currently does not support typescript o 4D17 r mjs.
